Have your say on emerging proposals for Glasshouse Lane

Following our public engagement activity in November last year for the Glasshouse Lane site, the project team has been busy refining the designs in response to feedback received.

We are holding further public engagement on 14 June at The 100 Club to present the emerging design.

What’s been happening?

Our design and planning team have been undertaking further site analysis and reviewing community feedback and developing more detailed plans. Early concept designs proposed a housing development of up to 39 units arranged in 3 or 4 blocks. In response to the feedback received, we have made a number of significant changes to the design, including:

  • Reducing the size of the development to 24 housing units, arranged in one 4-storey block on the south side of the site adjacent to the medical centre.
  • Retaining the mature trees along Lakeside Avenue and the much-loved Walnut tree at the centre of the site.
  • Planting more trees on site with the creation of a forest garden around the trees on Lakeside Avenue, to improve the biodiversity.
  • Enhancing the link between the two adjoining public spaces with a level path for improved access.
  • Providing more detailed designs for the landscaped elements of the scheme.
  • Creating an improved crossing between Greenview Court and Lakeside Avenue, with a raised shared surface designed to slow traffic and prioritise pedestrians/cyclists.
  • All of the new homes will be affordable homes for rent, including two wheelchair accessible homes on the ground floor with each having a dedicated disabled parking space. They will be extremely energy efficient with PV panels.

    Richard Hayman, Interim Managing Director, Exeter City Living said: “These changes seek to positively address a lot of the issues raised during the early engagement process and has resulted in a scheme which, we believe, will enable new homes to be provided whilst trying to take on the concerns of local people in a more appropriate way. We are also aiming to adhere to the wider Liveable Exeter design aspirations and planning guidelines. I should stress that this early engagement is totally separate from the formal planning process where residents will be able to comment further”.

    Members of the public can drop in to the exhibition to view the proposals and speak to members of the project team.

    What happens next?

    Our public engagement events are totally outside the formal planning application process, and following this event we will ultimately look to submit our planning application to Exeter City Council as the Local Planning Authority this summer. Once the application has been registered it will be available to view on the Council’s online planning portal, where you will have a further opportunity to comment. Immediate neighbours to the site will be formally notified of the application as part of the Council’s statutory planning consultation.

    Have your say on proposals for Belle Isle Depot

    Today sees the launch of Exeter City Living’s engagement programme for a development of new sustainable homes at Belle Isle Depot.

    Following the decision to relocate the Exeter City Council Parks Depot to a new purpose built site, the former yard adjacent to Belle Isle Park will become a vacant brownfield site.

    Emma Osmundsen, Managing Director, Exeter City Living said: “Our vision is to create an exemplar, sustainable, net zero carbon development of homes which fully optimises its location adjacent to parkland, the nearby river Exe, national cycle network and footpath links with Exeter City Centre.”

    The proposed development of approximately 30-35 homes on the footprint of the depot, will be constructed to the highest quality and environmental standards to greatly reduce energy costs and overheating, whilst creating attractive healthy homes. As part of this public engagement programme, we will be seeking ideas on what improvements people would like to see at the adjacent Belle Isle Park.

    From Monday 21 November, the initial proposals are available to view online and give your feedback at https://belleisle.commonplace.is/

    Residents, community groups and stakeholders will be able to comment on the early proposals for the site during the first round of engagement, which lasts until December 5.

    Exeter City Living (ECL) and their project team will be hosting a staffed public exhibition at Custom House Visitor Centre, 46 The Quay, Exeter, EX2 4AN on Thursday 24 November between 4pm and 7pm. Members of the public can drop-in to the exhibition to view the proposals and speak to Exeter City Living and their project team.

    Emma Osmundsen said: “We want to hear from local residents and groups, so please come to our event, or have a look at the proposals online and let us know what you think.”

    Emma Osmundsen, Managing Director, Exeter City Living said: “Our vision is to create a sustainable development of up to 39 homes which delivers on our ambitions to build new homes to the Passivhaus standard or net zero carbon, low energy, healthy and climate resilient, helping to reduce pressure on the council’s housing waiting list and improving the lives of residents.”

    In addition to providing new homes split between 3 or 4 apartment blocks, the proposals seek to connect the adjacent public green spaces from Lakeside play area through to Greenview Court, offering enhancements to the open spaces and improving biodiversity.
